DevoConnect is the premier UK public affairs agency providing research, analysis, advice, communications support and training to help inform and shape the devolution landscape.

Having played a leading role in DevoConnect’s establishment, Steve is now an Associate leading on a number of DevoConnect projects including the Liverpool City Region APPG.

The Smith Institute is a leading independent public policy think tank. Its high-level research enables the Smith Institute to engage national and local decision makers on policies for a prosperous and fair society.

Steve has been Deputy Director of the Smith Institute for a number of years and leads its work as the Secretariat of the APPG for Local Authority Pension Funds.

Hope Consultancy and Training is led by Phil Hope the former Minister of State for Care Services in the Department of Health.

His work as a Minister included the development of the National Care Service White Paper, the National Dementia Strategy, the National Mental Health Strategy, and the National Autism Strategy. He is also a former Minister for the Third Sector.

Phil works closely with Steve specifically on health projects including the Health Devolution Commission.
